Continued measures to preserve jobs

1. Amendments to support shorter working hours:

  • The support refers to the temporary introduction of working hours of workers for a period shorter than the monthly fund of hours, for workers who are employed by the employer on a full-time basis.
  • An individual worker, instead of the previous 50% of the monthly fund of hours, can now spend up to 70% of the monthly fund of hours in the use of support for shortening working hours.
  • The amount of maximum support increases from HRK 2,000.00 to HRK 2,800.00 per month net per employee.
  • It has been announced that the necessary documentation for the realization of this support will be reduced.

 2. Measures for micro-entrepreneurs:

  • Existing measures for micro-entrepreneurs (up to 10 employees) are being merged with existing measures to preserve jobs in vulnerable sectors.
  • So far, micro-entrepreneurs have received aid in the amount of HRK 2,000.00 per full-time employee, i.e. a proportional part per worker according to the number of part-time hours, and HRK 125.00 for pension insurance contributions based on individual capitalized savings.
  • This merger of measures will enable new aid to micro-entrepreneurs in the amount of more than HRK 2,000.00 as it has been so far.
  • The right to aid will be exercised regardless of the sector of activity of micro-entrepreneurs. 
  • Time period of application: From 01.10. to 31.12.2020

3.    Measures for the preservation of jobs - grading of support:

-    Grading of support in accordance with the drop in turnover:

  • HRK 2,000.00 per employee for a drop in turnover of at least 40%
  • HRK 2,500.00 per employee for a drop in turnover of 45-50%
  • HRK 3,000.00 per employee for a drop in turnover of 50-55%
  • HRK 4,000.00 per employee for a drop in turnover of 60% and more

-    Beneficiaries are exempted from paying contributions to all these amounts
-    Instead of comparing the drop in turnover on a monthly basis, the drop in turnover in the 2nd and 3rd quarter of 2020 will be compared to the 2nd and 3rd quarter of 2019
-    In addition to the sectors of transport, catering, hotels, organization of various events, the support is extended to sectors not included in July, August and September such as crop and livestock production, fisheries, and related service activities and services related to passenger and water transport etc. All other activities that are closed or limited by the decisions of the crisis unit will be entitled to aid regardless of the sector of activity.
-    The changes will take effect retroactively from the beginning of October, and all those who have applied so far will be able to complete the documentation and implement the measure
-    Time period of application: From 01.10. to 31.12.2020

NOTE: The proposed changes of the Government of the Republic of Croatia will be voted on at the Management Board of the Croatian Employment Service on 22.10.2020, which will make them active.
